Considering that is very broad and can be argued either way I think it's a bad guideline. Perhaps it would be best to provide a specific code of conduct for Jedi and Sith as well as Diplomatic, Administrative, and Senatorial codes of conduct that must be followed. If that code of conduct is not violated then an action against them is unreasonable.

No, just guidelines. For instance, a Diploatic code of conduct would be: "Be polite and amiable to all non-clan members. Be accommodating, but do not overstep your bounds. Be available, but not obsessive. Be forgiving, but not compromising."
I'd have to make some serious revisions to make sure it worked, but you get the idea. If a player violates this and I take action against them, then I'm justified, if a player does not, then it is questionable and it can be challenged by the player.

But there may be other factors. It's not technically against the rules to initiate contact with a clan and then never speak to them again, but it's still bad Diplomatic protocol. Same a Sith that's not confident isn't against the rules, but it's also not the Sith way so a Dark Lord may want to deny entrance because of it.

Not bad, but it may be a reasonable reason for the DL to not want someone in their faction. Likewise someone who initiates contact but never follows up is not someone I would want acting in a Diplomatic capacity.

Well Clan Rules are too broad to me to use like this. I don't blame Sess for rejecting Cog mainly because Cog can be annoying at times. This isn't against the Clan Rules though.

there are a set if rules I come up with:
The Sith and Jedi have their separate set of rules as set up by their faction leaders before the current one, each of these having been accepted. However, they each have to conform to basic guidelines when making a decision. If that decision has damaged the circumstances, reputation or any other aspect of another player, then that player has the right to object to it no matter what. A sith can only make an objection a sith decision and only a jedi may make an exception to jedi. An exception to this if a decision somehow affects a member from another faction, which it should not in most cases, so that would be a red light that something wrong is going on there anyways. The voting will take place in senate after an objection is made. The vote will take into account the Leader's explanation of his act.
The rightness of a decision is upto senate and the vote, if majority votes against it then it is wrong. Each senator will be required to give a stance on the issue rather than just voting, so that there is no vote based simply on who is whose buddy and so on.

i think, personally, that not excepting someone into your own faction because of personal reasons, like what deadly did, should be allowed. before you counter this with whatever, i know that it can hurt the person who was rejected's feelings and all, but you also need to take into account the person doing the rejecting. deadly himself stated that he had a problem with cog in that situation and thats why he did it.
a personal problem like that shouldnt have any rules against it because at this moment in time you can think of deadly as the boss of a company and cog as someone trying to join that the boss hates. if thats the case, mostlikly the worker wotn be hired because of the personal relationship between the two, wrong in the real world yes, in cyberspace, its all made up and a game.

The senate votings are all private in who votes what. these statements that you require from the senate are imcompatible with the determined charter and senatorial rules, and cannot be passed due to conflicts with the already established core law of the Charter.

haha rules for diplomat are simple, be as formal and cold as possible, do not be either too friendly or too distant, but remain professional. I kind of remember when I was in {SITH} and was forging the alliance with {SnJ} then {JvS}, while we were all friends, everything was very formal and there was no 'OMG!!! WE BE HOMIESS!!! LETS MAKE ALLIANCE!!" It worked out very well and smoothly tbh.
