The Charter of Jedi vs. Sith is the primary rule body of the clan, but it is more then just a list of rules, it is a promise to the clan and to ourselves, to do everything we can to, not only keep this clan running, but also to keep all the fun this game is meant to bring and to enable the people who make up this clan rule there destinies within the clan itself.

Principles

JvS is a clan founded on two core principles. The first is Democracy. In JvS every senator has a vote, and everyone has the right to put forth any idea. The clan is not ruled by just one person, and it never will be ruled by just one person, no matter what happens this core principle must be upheld. There will be a Council and a Senate. The Council will be the primary body for enacting change, but the Council does not have the only say in any change, it is merely a stepping stone on the way to change. The Senate will be the majority of the clan, but not all of it, and it is responsible the initial screening of all proposed ideas, after which they will bring the idea up for a Council vote. The final approval of any proposed idea will be by popular vote, and will include the votes of all members of the clan. The changes will then be enacted by the Council, acting on the will of the people.

The second core principle is Lightsaber combat. JvS specializes in the way of the Lightsaber, and although it may make ranks for Guns, and Force, these are to be achieved separate from the main ranks, and your Lightsaber rank will be the primary consideration, when it comes to matters of rank. This is a core principle and can only be changed by amendment of this charter via the prescribed methods of change.

JvS is based on good natured fun and competition, it does not engage in raids, except by vote, and will be treated as any idea brought up for vote. We ask that all members view this as a clan for fun, and not to take anything too seriously. We understand that emotions may flare at times, but we ask that you try not to act out of passion only.

Senate

The Senate is made up of most members in JvS, and is the court of First Instance. What this means is that the Senate reviews all ideas and votes on them with the majority vote deciding on the action. A normal issue voting booth will last no more and no less than a weeks time, while an emergency injunction (said as a raid and can only be set as an emergency vote by a council member) will last no more than 48 hours, and no less than 24 hours. Once a Senator votes they have exactly 48 hours in which to change it before it becomes permanent. The first Senate members will be appointed by the Council until the Senate is on its feet, then the Senate will have control over who is voted in, all votes must pass by two-thirds majority when accepting a new member. New Senate members can only be proposed during the first 7 days of any given month, and on the 8th day the proposed members will be held to a normal voting booth.The Senate also must vote on a Representative to the Council, this Representative will be voted on every three months to decide whether or not he will stay. He may serve indefinite terms so long as he is reelected at the appointed time. The vote must succeed by two-thirds in order for the current Representative or for a new Representative to step in. In the case of a tie the Council will vote, and in the case of a further tie, it will be put to a public majority vote. During a public majority vote, to avoid obvious cases of vote fraud stemming from public polls, a post must be made in the voting booth and only those who voted via a post will be counted. In the case of a Senate Representative is removed from office, it is up to the Senate to choose a new Representative, and the Senate will be given a weeks time to decide on two candidates for voting. If two candidates are not presented in a weeks time, the Chancellor and Prime Minister will each select a candidate to be voted on, and this person will serve only a months time to allow the Senate time to debate on who will run after that period of time. In order to remove a member from the Senate it must be proved misconduct was committed and passed by a two-thirds majority vote of the Senate. In order to remove the Senate Representative it must be proved misconduct was committed, and must be passed by either: a unanimous Senate vote, or a two-third Senate vote and the vote of at least one Council member. Senators can only be elected if they have been in the clan a minimum of two months. A Senate Representative must have been in the clan a minimum of four months.

Council

The Council is a voting body, of highly trusted members, and their votes, while not final, do have a significant impact on any idea put forward to vote. The Council of JvS will be made up of three people: The Chancellor, the Prime Minister, and the Senate Representative. The Chancellor will be responsible for day-to-day administration of the Website, Forum, and Server, as well as enacting any changes having to do with such. The Prime Minister will be responsible for Inter-clan relations(such as alliances, clan matches, etc,), and enacting any changes having to do with such. The Senate Representative will be responsible for the day-to-day management of Intra-clan relations(adding people to the Roster, communicating between the Senate and the Council, etc,) and will have the power to call a Vote of No Confidence. In the event of a Council member being found to have misconducted in an area, the Senate Representative will bring forth three options to the Senate for vote: 1. A severe punishment(Minimum step down from office, maximum kick from the clan). 2. A less severe, but still significant punishment(i.e. Step down from office to Senate, Suspension of Administration abilities for a time, etc). 3. A slap on the wrist(i.e. 24 hour server ban, demotion one rank, temporary suspension from office, etc). It will be up to the Senate Representative to choose what specific punishment is available for each of the three options, and then up to the Senate as a whole to decide on which punishment to be administered, via an emergency voting booth. If a Council member steps down, or is voted out, the remaining Council member and both Faction Leaders will present a candidate, each, for vote in the Senate, and the Senate will decide on the next Council member. The Senate Representative does not participate in choosing a candidate for this event.

Faction Leaders

In JvS Faction Leaders are expected to be skilled warriors, and good judges of character. The Faction Leaders are responsible for leading their respective factions, as well as promoting, demoting, and watching the members of their faction. Faction Leaders, in terms of voting, act as Council members, but their institution and removal is separate. The Jedi Grand Master must be good in character and skill, while he is not required to be the best in the Jedi faction, he should be in the top three. The Dark Lord of the Sith is a fierce warrior, and should be, if not the strongest, in the top three of the clan as a whole. The Jedi Grand Master is leader of the Jedi until he either: 1. Steps down(in which case he along with the Council will each present a possible successor, for the Senate to vote on). 2. Is voted to be removed for misconduct by the Council and Senate. The Dark Lord of the Sith is the leader of the Sith until either: 1. He is beaten and a stronger Sith takes his place, as per the ranking guidelines. 2. Is voted to be removed for misconduct by the Council and Senate. In times of extreme trouble the Dark Lord and Grand Master can be removed by a two-thirds vote by both the Senate, and the Council, and cannot vote in the precedings themselves.

Admins

Administrators are expected to use their powers wisely, and give a report and reason if they find it necessary to kick or ban someone from the Server or Forums (along with screenshot proof of any communication involved). Administration in JvS is controlled by the Council, all members of the Council have Server Rcon and Level Three administration powers, Forum Administration, and Website Administration. This is to ensure that no one council member can attempt a hijacking of the forums or server. Faction Leaders have Level two Server Administration and Moderator power over their Faction Forums. Senators do not automatically gain any Moderation, or Administration power, with the exception of the Senate Representative, but rather is given out by the Council as the need is seen. Any Senator given Server Administration will hold Level two power. All Senators will be given level one admin power on the server, which entails the power of silence, and forceteam, the latter to be used only on the assigned Jedi vs Sith war days (currently Saturday) to join the appropriate team (red for Sith, blue for Jedi). If it is found that a Senator uses this power during normal non war days, he may be charged with misconduct and penalties enacted as such.

Amendments

GENERAL

Senate and Council voting act

Part A: Council members are required to pass an idea by a majority vote, 3/5, and is not required to be unanimous, or by two-thirds majority, 4/5. This is to ensure faster voting, and the ability to get results if one or more Council members are unavailable. Council: Chancellor, Prime Minister, Senate Representative, Dark Lord, Grand Master.

Part B: Senate must pass all ideas by two-thirds majority vote. This is to ensure that there is enough agreement on an idea.

SNJ Friends act

This act is to make official that any SNJ who joins JvS who were in SNJ prior to the "rift" may keep there full rank, except positions of leadership. All SNJ who joined after the rift and now join JvS must join as a regular recruit.

Clan Rules Enactment Act

JvS Members:
You are the image of JvS, whenever you are in the servers you are to show respect at all times to members, no matter what rank, and non-members alike. This includes any non-JvS servers you visit, if you have been disrespecting people outside of our servers you will be dealt with.

Respect:
You are expected to be respectful to everyone in the server or on the forum, and follow the clan rules. Disrespecting the clan holds serious consequences.

Sportsmanship:
Poor sportsmanship is not a good way to show respect. Cursing and moaning about losing is not only a bad sign of respect but it breaks an above rule. We all lose it at one time or another, and it's normal, but do not take it out on other people.

Flaming/Spamming:
Flaming and spamming are not tolerated. They have no positive affect on anyone, and often lead to more trouble then people can handle. We understand teasing someone can be fun, but only if both understand it's not meant harshly. Excessive swearing is counted as flaming.

Advertising:
You are not allowed to advertise other clans or recruit for them in our servers or forums. Doing so will lead to a silence, kick, or ban from the servers and/or forum.

Multi-clanning:
While a member of JvS, you will not participate as a member of any other JKA clan. JvS is a family. We expect commitment and loyalty to the clan from the moment you hit the apply button. Multi-clanning will not be tolerated, and if you are found to be doing so, you will be removed from the clan.

Threats to leave:
Idle threats of quitting and/or leaving the clan are seen as resignations and will be treated as such. We listen to all our members, but policy will not be changed for just one person.

Admin abuse:
Admin abuse is not tolerated, if you suspect admin abuse, report it to a member of the Senate or Council.

Probation:
Every new recruit with a JI or DD tag is on probation. In this time you will be closely watched. You are expected to check in 13-15 days after you are accepted as a recruit.

Leaving:
If you decide to leave the clan for whatever reason you will still be welcome in JvS, including the site, forums and servers.

Faction Changing Act

Jedi: If you wish to join the Jedi you must prove that you have had a true change in your ways from the Sith, what this means is that you will not be immediately accepted, but must undergo another form of probation. You will be assigned the Temporary rank of Gray Jedi(GJ) for a MONTH, and at the end of that month, if you have shown Jedi characteristics you may be evaluated for a rank change.

Rank equivalents:
Dark Apprentice = Jedi Padawan
Dark Jedi = Jedi Padawan/Jedi Knight(Grand Master's discretion)
Sith Lord = Jedi Knight/Jedi Master(Should they have trained 3 students to the level of Sith Lord. Grand Master's discretion on validity of students)
Sith Marauder = Jedi Master(Should they have trained 3 students to the level of Sith Lord. Grand Master's discretion on validity of students)/Trial for Combat Specialization(JG/JS/JC)
Sith Overlord = Combat Specialist(JG/JS/JC)

Sith: If you wish to join the Sith you must prove you have the ruthlessness necessary to all Sith, so you will be placed on another form of probation. You will be assigned the Temporary rank of Dark Cultist(DC) for TWO WEEKS, and at the end of those two weeks, if you've shown the quest for power and blood-lust you may be evaluated for a rank change.

Rank equivalents:
Jedi Padawan = Dark Apprentice/Dark Jedi(Dark Lord's discretion)
Jedi Knight = Dark Jedi/Sith Lord(Dark Lord's discretion)
Jedi Master = Sith Lord/Sith Marauder(Should the Master be a good combatant as well as teacher)
Jedi Guardian/Sentinel/Consular = Sith Overlord

Recruit Probation Act

A new forum will be created for recruitment. This forum will contain the application and applicants posts. The application will need to be approved by at least one council member and a senator and a faction leader. Thus it will require 3 approvals.

During the entire first 2 weeks of non-faction probation, the new recruit will NOT use the JVS tag, but will simply wear the FS rank after his name, which stands for "force sensitive" and shows this person has interest in JvS and has posted an application.

Once all 3 approvals are attained, then the probation will start formaly, although days waiting for responses will be credited towards end date. Probation will last 14 days.

Amendment:
When a recruit applies for JvS he must seek out and spend an allocated amount of time on the server each week, and must also log in an allocated amount of time with a "sponsor". Server and sponsor time stack, so a recruit may play on the server alone and gain server hours, and may also play those hours with a sponsor gaining sponsor hours at the same time. These server hours can be discounted as forum posts. If the applicant makes 10 resourceful/useful/viable posts in the forums, he can be discounted an hour off of the servers.


A sponsor can be any full clan member who has already passed probation and has been in the clan for a full month after probation. Any sponsor may step forward and pledge the time needed for the new recruit to pass his probation. The sponsor will be the primary judge of the new recruits attitude and eligibility to join JvS as a mature and responsible member.
The sponsor must post in the application thread saying that they agree to be his or her sponsor.

If the recruit fails to meet the standards of a JvS member he will be reported either via the recruits thread or a PM to a council member or senator. If another full member spends time with the new applicant he may also pledge sponsor hours towards the new recruits eligibility, however they do not stack with any other sponsors hours if those hours were spent online at the same time. Once the requirements are met for week 1, the recruit may not use any additional hours during that week towards week 2's requirements.

Sponsor hours are to be kept track of in the recruits application thread, and any admin should change the OP to reflect the hours gained. Recruits who do not meet the hourly requirements automatically fail and may reapply after a 2 week waiting period.

Note: It is up to a recruit to seek out sponsors as well, in fact his very eligibility requires it. It also puts a responsibility on all members to seek out these new recruits and judge them while they play on our servers.



Suggested time allocations:

1st week recruit: Server time - 5 Hours total Sponsor time - 3 hours total
2nd week recruit: Server time - 5 hours Sponsor time - 5 hours


Once probation is finished, the recruit will then post an entry request into the faction forum he wishes to join. He will then serve a total of 1 week as either an Initiate or a Disciple once he gains the Faction leaders approval. Other faction members may give input into the new members attitude as a Sith or Jedi during this period. The recruit may NOW start using the JvS tag.

Once the 1 week is finally up, it is the Faction leaders responsibility to promote him into a Padawan or Apprentice. Once this finally occurs, THEN the new recruit will be added to the roster and be given access to the Darth Bar.

Clan Match Act


Part A: Every Sunday, at one time during the day, a group of 2-4 JvS members will visit the server of a different clan and ask for a fun TFFA match. If there are no takers then the match does not have to happen, but there must have been a sincere effort to get a match meaning when you ask the server must be populated by people of the clan and there must be at least two of them. The matches are to take place on either the practice server, or the other clan's server(there will be certain members given admin to adjust the settings for the match).

Part B: Any member will be able to attempt to coordinate a clan match, but it must have the approval of at least one Senator or Council member. Coordinated clan matches must take place, at longest, one week after the proposal is put up, to ensure the proposal is not "forgotten."

Faction Council Act

Masters Council

The Jedi Grand Master will be able to appoint 1 Jedi Trainer, Watchman, Master, Guardian, Sentinel, or Consular per 15 Jedi members (not including the member appointed) who can serve as helpers to the Grand Master. These Masters Councilors will hold the title of "Masters Council" under their avatars and will be given the following powers:

Moderator status in the: Hall of Records, Jedi Enclave, and Great Hall.

Ability to approve any application be it in the Great Hall or the Jedi Enclave. This approval can be overridden by the Grand Master within the appointed probation period. Once the member passes either the initial Force-Sensitive(FS) or Jedi Initiate(JI) period respectively the approval may not be rescinded. If approval is given after the faction probationary period (thus making the person a full member), he should lock and move the thread to the hall of records.

Responsibility to update the roster on the forums and post a note stating such so that an admin may update the website accordingly as he ranks or accepts people. He may alternatively post a note and an admin will update both.

Ability to rank up any Jedi to Jedi Knight (JK) rank per the Jedi ranking procedures and open trial dates. Masters must still be appointed solely by the Grand Master himself, and specialists per the specialization rules.

Dark Council

The Dark Lord may appoint 1 Sith Marauder, Sith Prophet, or Sith Overlord to the status of Dark Council member per 15 Sith members (not including the Sith in question for promotion). Please note: When a Dark Lord is overthrown via the Dark Lord challenge act, the new Dark Lord may totally reassign or remove all Dark Council members at his sole discretion. These Sith will hold the title of "Dark Council" under their avatars and will be given the following powers:

Moderator status in the: Hall of Records, Sith Academy, and Great Hall.

Ability to approve any application be it in the Great Hall or the Sith Academy. This approval can be overridden by the Dark Lord within the appointed probation period. Once the member passes either the initial Force-Sensitive(FS) or Dark Disciple(DD) period respectively the approval may not be rescinded. If approval is given after the faction probationary period (thus making the person a full member), he should lock and move the thread to the hall of records.

Retired Member Returning Act

This is an act to regulate how we will allow members who retired to return to JvS. We consider all members, once on our roster a permanant part of our family, so if they somehow gain the status of "retired" it is through unusual means. It can be via voluntarily asking to be retired, joining another clan, being discharged, or outside booted on bad terms. Thus I propose the following act be enacted.

Three levels of status will be assigned to all retired members. Left on good terms. Left on normal terms. Left on bad terms. The Council will hold a vote for all retired members, and all future ones to determine the status of how they left the clan. A sticky will be placed in the Alliance Council with a list of all retired members and their status.

Retired members who wish to return must meet the following criteria based on status:

Good terms: May return at will, no approval needed and keep full rank. These are usually very friendly and helpful members who retired of a good reason (uninstalling the game perhaps, and not planning on returning). These members will retain access to the Darth bar.

Normal terms: Members who left for "other" reasons. Such as not wanting to be a part of a clan anymore, or properly informed us of his intentions of joining another clan before he had done so. These members may return, but will receive an automatic rank deduction, as well as a one month probation period before being eligible to receive a trial date (thus, one month probation plus another month if Jedi or 2 weeks if Sith before he may rank again). They will NOT retain access to the Darth bar.

Bad terms: Members who were removed due to bad behavior, left "violently" (ala eric), or any other dishonorable reason. These members are held to a Senate and Council vote which must pass on a majority in the council, and 2/3rds in the senate to be eligible for re-entry. If they do pass both votes, they must post a "public" apology in the Darth Bar to the clan. If they are removed for a second time from the clan on Bad terms, they are banished forever. They will NOT retain access to the Darth bar.

Executive Decision Act

This is an emergency power to cover any situations that may arise due to a loophole in the JvS Charter. During the event of an uncovered scenario the Council will have the option to call an emergency vote to take into consideration every aspect of the scenario, including unique aspects, and cast a decision based on a majority vote of the Councilors. No returned result is to be taken as a precedence because any case needing this emergency vote will involve the unique circumstances as well as the general issue. This emergency vote is only to take place if the question is not covered in the Charter or previous Amendments.

Should the Senate feel the Council has overstepped their bounds in calling a vote they may call their own vote to countermand the result. If they receive the necessary two-thirds vote to countermand it then the Council and Senate will work to make an amendment to cover the area.

Senator Inactivity Act

Should a Senator fail to vote in five or more elections, they will be removed from the Senate for misconduct due to dereliction of duty. If a Senator is going to be inactive he must post a message in the Senate Rotunda stating such. At that time they will be removed from the Senate, until such a time as they can safely resume activity. Should a Senator become inactive without posting such they will be removed from the Senate, and if they wish to return they must run again in the next Senate elections. If a Senator is active, and yet does not wish to vote one way or another on an issue they must post "Undecided," in the vote thread, failure to vote or post in a Senate vote, for a period of five votes, will be removed as inactive.

Trial Period Act

Trials will take place on a set schedule, and will be open for one week. Sith will have a trial period every two weeks, which will last one week. Each trial week for the Sith must be separated by two weeks. Jedi will have a trial period every month, which will last one week. Each trial week for the Jedi must be separated by one month. When a Force-Sensitive joins the Sith, and attains the rank of DA, he must have a minimum of two weeks as a DA before he will be eligible for a trial week. When a Force-Sensitive joins the Jedi, and attains the rank of JP, he must have a minimum of one month as a JP before he will be eligible for a trial week.

Public Senate Act

The bill will respect the secrecy of the senate, but appease to the public by making some things public. A new forum should be added, similar to the Darth Bar (In the way only JvS members can view it), that will list current Bills and Discussions that are going on in a brief summary. This will keep the Senate Rotunda private for the senators, but allow the public to see what is being voted on. The New Forum will hold current bills being voted on and nominees for senate elections. Emergency voting booths, and disciplinary actions are kept within the Senate until a result is reached and will not be made public until such time.

Specialization Equalization Act

In order to fully equalize all master level ranks, the ranks: Master, Guardian, Sentinel, and Consular will be considered Specialized. When a Padawan is promoted to a Knight he will have a choice to make, whether he studies to become a fighter, or to become a teacher. Should he choose to become a fighter he will train in one of the three lightsaber styles(Single, Staff, or Duals), and continue to do so until he achieves true mastery of the style, at that time he will become eligible to trial for Guardian, Sentinel, or Consular. This path is a very long one, but generates an extremely skilled fighter that is an asset to the Jedi and the clan as a whole. However, should the Knight choose to become a teacher, he will train three Padawans to the rank of Jedi Knight. In order to gaurantee that no Jedi is able to attain the rank of Master without teaching, the Grand Master and Master Council will evaluate the Padawan in question to determine whether he is a Jedi truly in need of teaching to become a Knight or whether the trial time will be a simple formality. Should the Grand Master and Master Council feel the person in question is not in need of training to gain the rank of Knight, they will assign him to a master level teacher. This path requires patience and an in-depth knowledge of how the game works, and what moves work. While a Master is not necessarily a good fighter, he does understand the knowledge and technique that makes a good fighter.

Should a Master reconsider their choice they may take a rank deduction to Jedi Knight, and wait a month, then become tested for Combat Specialization(Guardian, Sentinel, Consular). Combat Specialist ranks are eligible to later become the Battlemaster, once all styles of lightsaber combat have been mastered. Combat Specialists are restricted from becoming the Grand Master. Jedi Masters are the only group that can be considered for the title of Grand Master, but are not eligible for the title of Battlemaster.

All current Masters will be given the option to stay as a Master, or to trial for Combat Specialization right away. Should a Master choose to trial for Combat Specialization he realizes that should he fail, he will again take up the rank of Knight. Should a Master choose to stay as such he realizes he will have to take a rank deduction to Knight for a month should he choose to go for Combat Specialization. Once posted all Masters have a week to choose their course of action, should a Master not reveal his choice the Grand Master and Master Council will weigh his qualities and decide which option best fits the Master's personality.

Exile Rank Act

When either a Jedi or a Sith leave their respective faction and attempt to join the other faction and are also denied in that faction, they are considered an exile of both factions. When a member of a faction is exiled by one faction leader and rejected by the other, then they become an Exile. When a member becomes an exile they must wait at least two weeks after being denied entrance before attempting to join another faction. An Exile can choose to remain such until they feel comfortable with applying to a faction. The decision of exiling someone is irrevocable, this is, when the faction leader chooses to exile someone, they cannot go back with their decision, and the exile will remain exile for the 2 weeks needed. However, if the faction leadership should change hands, the new leader may revoke the old ones decision anytime before the exiled subject applies to a faction. After he applies, it is completely irrevocable, even for the new leader. When an Exile does choose a faction their petition will be voted on by the Faction Leader and any Faction Councilors(not Approvers). This vote must pass with a two-thirds majority in order for the Exile to gain approval. If an Exile is approved to join a faction he will begin at the Faction Probation rank, Gray Jedi for those seeking entrance to Jedi, Dark Cultist for those seeking entrance to Sith, during which time their dedication to the faction will be tested and if the Faction Leader is unsatisfied can revise his decision and reject the Exile. If accepted from Faction Probation(GJ/DC) the person in question will be forced to work their way up from the bottom of the ranks, Initiate for those seeking Jedi, Disciple for those seeking Sith, and will not be able to resume their previous rank or equivalent.

The Exile is a member of no faction, and cannot participate in any JvS event involving factions specifically, such as Jedi vs. Sith War Days and the Great Ideological War. The Exile is treated as the lowest possible rank for a full member in JvS, and while not barred from the Darth Bar, Clan War Server, Senatorship, or a Council seat, they are also given much less benefit-of-the-doubt for any wrong-doings.

Complaint Restraint Act

To handle complaints in a more efficient manner, the leadership has decided that it will be done from now on with specific guidelines to be followed. These guidelines will ensure petty complaining and bickering is no more.

Firstly, when a complaint is logged, it should be sent via PM to a member of the Leadership(Senate or Council) to be posted in the Senate Rotunda for discussion. If you post a complaint without following this procedure your thread may be deleted without question and infractions given.

Secondly, all complaints must be accompanied by an offered solution to the problem. Any complaint received without a logical, valid solution attached will be disregarded. If this practice continues your account may be dealt with as any other spammer would be dealt with, with a warning and then a ban. If a solution cannot be presented then theres no point in complaining. You may take the time to talk to other Clan members to find a solution if you cannot present a valid one yourself. Note: The solution must be valid, not just one conjured up to comply with these guidelines. Leadership will be the judge of such.

If you cannot find a solution yourself, and your contacts are equally unable to aid you, you may post in the Grand Convocation the problem you see and elicit possible solutions. Anything posted in such a thread must be a potential solution, or part of one. Any posts not matching this criteria will be removed and the poster infracted.

Legendary Member Act

This amendment to the charter is to ensure that members who contribute to the clan, above and beyond the normal call, whether they are currently actively playing or not, who had such legendary career's in the game (both skill and attitude) that they are still spoken of highly years later, and are to be remembered for their contributions to this clan. They must be not only a talented saberist, but a good person, someone who was well-liked as well as talented. To qualify as a legendary saberist, you must have served in JvS a minimum of 1 year with no retirement letters or being kicked out. This year must be a full consistent year (emergency issues excluded). After serving this time, you may make a request ,or another member may suggest to the senate to consider your status as a legendary saberist. The Senate will debate and vote if you are worthy of being considered a candidate.You may not object to this recommendation by a clan mate because your status as being a legend is in the hands of your clan mates, not you. Once you are considered positive for being a legend, a clan wide, a 14 day poll will be held to ensure that every single active member gets a chance to take the time and truly consider a person's worthiness for Legendary saberist . A legend must achieve 75% or more majority vote from all active members, or other legends.


Voters are asked first and foremost to vote based on the fact that this person was one of the most difficult and dangerous adversaries they have ever faced in JKA history. But the second consideration must also be, "has this person made a name for himself?" "Has this person achieved enough reknown in our JVS community to be worthy of the title Legend?

Once voting is done, and a Legend is established, his rank in the roster will include "Legendary" before it. IE: "Legendary Sith Overlord".


A legendary member is immune to rank loss based on skill tests or inactivity. He has proven himself beyond all dispute and the community has spoken. He may still be demoted based on poor conduct and is still expected to behave in the forums should he continue to interact with the clan in that way even though he no longer plays the game. Besides that there is no difference in ranks between a regular JG and a legendary JG, or a legendary SO and a regular SO.

Note that legendary status does not grant current BM, or SA positions permanence. Once you retire from the game you will relinquish your BM or SA title and retain a specialist rank if Jedi, or SO rank if sith and remain as a legend in that rank. Jedi and Sith of Legendary status are exempt from taking part in any Specialist vote, as well as from votes for Sith'Ari or Battle Master. Legendary Jedi Specialists are not counted when considering the maximum number of slots for a Jedi Combat Specialist.

New Elections Act

The power to vote members through to the Senate will now be given to the people. Rather then the Senate voting in who they wish every election, the clan members themselves will cast their vote in a public election. If someone wishes to suggest someone who would be suitable for the Senate then they will submit a Private Message to the account named, "Senate Nominations" found here. All Alliance Councilors will have access to the "Senate Nominations" account so that it cannot be tampered with, mis-represented, or forgotten. Each person will be limited to a single nomination, and only the vote of a full member will be counted. Nominations can be sent in any time between the conclusion of the previous election period and the beginning of the debate period which begins on the 8th of every second month. Only the three people with the most nominations will be eligible for candidacy every election period. In order for a nominee to be considered for one of the three slots he must receive at least two nominations. In the event of a tie all nominees will be included, up to seven extra slots, in the case of a tie where the total number of candidates would be more then ten people, those with a higher seniority will receive higher priority. The absolute maximum number of candidates is ten, and this is only in the event of a tie, if there are no ties in the number of nominations then the number of candidates will not exceed three.

Beginning the 8th of each month a Debate week(8th-15th) will begin concerning those candidates that have met the qualifications. During the Debate week a topic will be opened for the candidates, in a forum viewable only by JvS members called "Senatorial Oversight Committee", which will only be open during the Debate and Election weeks. In each person's thread a debate will take place as to whether or not the person is qualified for a Senate position, the person who is nominated cannot post in his own topic, this is to stop campaigning. Any campaigning at all will be considered ground for disqualifications. The purpose of the debate of each person is to give the clan a more comprehensive view of each person, so that they may take it into account when they vote. When posting in support or opposition of the person you should do so in a calm and tactful manner, meaning no pointless arguing, or pointless points. Any off-topic posts will be deleted.

After the Debate week is over each thread will be opened up to the clan for voting for a period of seven days. After which the vote will close and the overall votes tallied to see who, if anyone, will become a Senator. All full members will be allowed to vote once in this election. In order for a candidate to pass he must have a two-thirds majority approval(66%).

This Amendment does not include the Senate Representative elections, which is completely in the hands of the Senate.

Three Branches Act

Under the Three Branches Act, the leadership of JvS will be divided into three areas: Legislative, Judicial/Executive, & Corrective. The Senate will be the Legislative Branch, the Council will be the joint Judicial & Executive Branch, & the Faction Leaders will be the Corrective Branch.

The Senate will be responsibile for reviewing any new ideas in the clan, drawing up legislation for those measures they find worthwhile, and voting on said measures. The Senate will now be the ONLY voting body in the clan, and as such will be required to present legislation a week in advance to both the Council and the Public by posting the completed form in the Grand Convocation Chamber and Senate Rotunda. Voting Senators in will remain the same, but in order to avoid stagnation all Senator who have been in the Senate for a year or more must submit themselves to the clan for re-election via the normal voting procedure. Aside from this, attaining and vacating Senate seats will remain the same.

The Council will be responsible for reviewing all proposed legislation in the clan, verifying that it does not go against the spirit of the Charter, and enacting any passed legislation administratively. The Council will be reduced to just three people, the Chancellor, Prime Minister, and Senate Representative, the Chancellor and Prime Minister will not be allowed to vote in Senate, but the Senate Representative, being a Senator as well will NOT lose his voting power in the Senate. The Council's primary responsibility will be shifted to advising the Senate on legislative matters, but may still reverse a piece of legislation via veto if two of the three Councilors are against it, in this way they have the power to keep the spirit of the Charter. A Council veto can only be overrode by a seven day public referendum favoring the legislation in question. Attaining and vacating the three Council position will remain the same.

The Faction Leaders, along with the normal responsibilities of running their factions, will also be responsible for determining long-term punishment of clan members in their respective factions. The number of Faction Leaders is subject to change depending on how many factions there are at any given time, each official Faction Leader will hold the same level of power over their faction and the punishment inside. The Faction Leaders will be able to act as both Forum Regulators and Server Admins, they will be able to infract and enforce punishment in both places, their infractions(such as banning) can only be overturned by a consensus of two Councilors, but their decisions on demotions faction approvals/denials cannot be overturne, except by future Faction Leaders in the faction. In order to limit the Faction Leaders all clan removals must be processed by the Senate. Attaining and vacating the Faction Leader positions will remain the same.

NOTE: This Act does not effect how the following Acts work: Retired Member Returning Act, Executive Decision Act, or Dark Lord Challenge Act.

FACTION

Faction Revised Rankings Amendment

Should any proposed revised rankings by the faction leaders have parts that affect the Acts in this Charter, concerning the Faction Acts, such parts shall automatically be added in the Charter as well (or substitute the conflicting parts in the Charter), so as to not conflict and rend useless the changes proposed by the Faction Leadership, since the Charter rules overrule any other rules in the clan.


Jedi

The Jedi Master ranking procedure act

To achieve the prestigious rank of Jedi Master, you may take 2 separate routes. The first and recommended one is to help a young Padawan train to have the skills needed to become a Jedi Knight. Once the Padawan achieves the rank of Knight under the training of the Master to be, the Master to be must demonstrate sound combat abilities on top of already demonstrating his teaching ability. The skill equivalent of a Sith Lord or better will be required.

The second route a Master to be may take is that of the saber. Only great heroes of the Jedi order may achieve Master status this way. The Master to be must demonstrate amazing ability with the saber, being the equivalent of a Sith Marauder or above. This will be determined by the judgement of the Grand Master and at least 1 specialized Jedi in the Order.

Jedi Honor Code Act

Laming (intentionally attacking, or killing a Jedi with saber down or chat bubble up) is officially against the Order, however a Jedi within close proximity of the main battle or fray is considered to be "free-game" and is Lame-able. Any Jedi who lames another Jedi outside the main battle, especially in a duel will be disciplined at the discretion of the Grand Master. This may even be as severe as a demotion if the Jedi in question is a JM/JS/JC/JG.

Jedi Initiate Act

If a recruit, after passing two weeks probation as a Force Sensitive, wishes to join the Jedi faction he will petition the faction, and upon approval of the petition by the Grand Master will be given the rank of Jedi Initiate(JI). In order for the Initiate to become a Padawan he must choose a master, this may be either a Jedi Knight or Jedi Master, and be accepted by that master. If a Jedi Master is chosen, the Master may delegate the Padawan to a Knight under his direction(To find a Knight under a Master's direction please look either in the "briefcase" of the Master or the "Master and Padawan Jedi Faction rule" topic in the Jedi Enclave). An Initiate will remain just that until he finds a master and will not get any credit to his time as a Padawan until he has. Only after the Initiate has approval from the Grand Master will his Padawan time start.


In order to get a master: 1. Message them requesting to be their Padawan. 2. If they agree save the message. 3. Copy and paste the reply into a new private message to the Grand Master. 4. Wait for a response. Once you have the Grand Master's approval your time as a Padawan will start.

Sith

Dark Lord Challenge act

A Sith of the rank of Sith Lord or above may challenge the Dark Lord for the title of Dark Lord once in a given month. These challenges can ONLY occur during the first week of any given month. The Dark Lord may only be challenged once in a month, and only if he has been Dark Lord for a full month. In the case of more then one challenger for the title of Dark Lord in one month, a tournament will be held between the challengers with the overall winner being granted the right to fight the Dark Lord. The tournament itself will consist of three duels between each challenger with the person with the best overall record being deemed the winner. Responsibility of planning and execution of the tournament will fall to the Dark Council. Once the challenges are issued, all fighting must be completed by the end of the 6th with the final duel for Dark Lord taking place on the 7th. If all fighting is not completed by the 6th, then the fighter with the best record will be given the honor of facing the Dark Lord. If the duels wins are equal between two challengers then the one who has fought more duels will get the honor. If the number of duels is the same as well as the number of wins, then the member with most seniority will get the honor. If even this field is tied then the person who issued the challenge will hold the honor of fighting the Dark Lord. If the Sith fails to defeat the Dark Lord in 4 out of 6 duels, he will immediately fall one rank as a Sith. So a Marauder will become a Lord, a Lord will become a Dark Jedi, etc. This is mandatory for losing to the Dark Lord. However, the Dark Lord still has the right to demote any Sith who has challenged him, even if they did not get to fight the Dark Lord, it is not required as it is for the Challenger to the Dark Lord himself, but it is an option. If the Dark Lord loses the challenge, he will relinquish his title to the winner and revert to his old rank prior to becoming the Dark Lord. This will give consequences to challenging and losing against the Dark Lord.

A challenger of the Dark Lord must be both skilled enough to get the title and be willing to fulfill the responsibilities of that title. The challenger must be willing to: Teach any Sith that asks, promote Sith seeking a rank up, demote Sith who have misconducted, appoint and lead the Dark Council, and Vote as a member of the Council. If the Council is of the opinion that a Challenger could not, or would not, fulfill these duties they may deny the Challenger with a unanimous vote from the Council.

Dark Disciple Advancement act

Once a DD probation is up (2 weeks) he must defeat at least a DA ranked sith or above in order to gain the rank of DA. This does not mean he is not passed probation, once his probation is up and he passes it he becomes a full member, but to gain the rank of DA he must earn it through combat.

The event must be witnessed by a Council member or a Senator and must be reported. Only a single duel need be won.
