Thats DnD 3.5 edition rules. I am looking to use more of a 4th edition ruleset. its simpler and more convenient.

Nah thats not how 4th edition works. Some powers will be "at will" which means you can use them as much as you want, once per round. Others will be "encounter powers" whch means you can only use them once per encounter with enemies. And finally we have "daily powers" which can onlny be used once per day and are very strong.

They made 4th edition very streamlined and simple to use for that very reason. You will see if I can get it sorta similar it will make everything flow nice.

Chosen One story are rarely good. People don't want to see the same guy as the only person who can win, they want to see many aspects, and they want fair fights.
