.Skin Files Empty .Skin Files

I just started skinning and im just about done with my first skin but I need to access a file called something.Skin.

Ive seen someone open .Skin files like word documents but I cant seem to be able to do that. Is there a certain program that i need like Rar files do? Ive searched but i havent found one.
