Question: Should progress ever be halted? If so, then why? And I don't mean in the face of people dying, like, "oh we need to see if this works, lets kill these people and test it." I mean progress like atomic, biological, technical etc research.

No progress should never halt. Any information has the potential to be used for good or ill and undoubtedly it will be used for both, but you cannot let fear of an unquantified evil detract you from whatever the potential for good may be. In time any evil through progress will eventually be balanced, and if it is not then the apocalypse will come and we won't have to worry anymore, but stopping it will cause stagnation which is a far more dangerous foe.
