Does it really matter? The defending team will always be at a disadvantage since they cannot have higher ranks.
4. Natives and Militia will be played by the opposing
side, but no, Jedi of the rank: JG, JS, JC, GM, or BM, or Sith of the
rank: SO, DL, S'A, will be able to play as either Native or Militia.
This is to ensure Neutral planets can be taken.

Well if I understand this correctly, sooner or later every planets will be occupied, so we will reach a point when no more neutral planets are going to be.
