Thunderflash effect. Empty Thunderflash effect.

Well I've seen this effect used on lots of things. It basically makes it rain, Then it makes the whole picture fade into white, Then reappear, making it look like thunder struck in the picture. Anyone know how to do that, or is it a script or something?

If it's not a script, that sounds hella easy to do with GIMP.


(keep in mind, this is the first time I've said "hella" so that should tell you just how easy I think it is.)
