6. Only once all planets are under control of one faction or another may the factions make direct attacks on each other. The "momentum" continues in this case and whoever took the last Neutral planet will be able to attack a Faction planet first. The "momentum" effect continues as specified above.

since there is only one neutral left... we will attack it until someone controls it... then the fun part starts
