No I believe its a dialect. If it IS categorized as a language in its own right whoever did that is obviously a black apologetic. Its clearly still a dialect.

I can't say i've ever really "heard" ebonics living in a small, but indeed racially diverse, community. But I still don't think it will emerge as another language, it will still be bound to english, just a grammatically different english, with more slang.

AAVE doesn't seem that much different from southern slang/dialects of the 1930s, read some Steinbeck and see what I mean
