Does it say locked on the bottom or top of the thread where you see NEW TOPIC and LOCKED? If so then yes, you have permissions to post here, most likely from the Senate since the Great Hall is a Senate arena.

Senate, Council, DL, GM, DC, and MC all have moderation power because they can all approve an application.
