Because Dawn isn't capable of that kind of leadership responsibility and he is to immature to hold that position with credibility. This isn't just my opinion so dont think I am the only one and I am not hating either, its just a fact thats been proven through his actions...

Dawn can't even challenge Nomad until March 1st because the DL can only be challenge on the first week of the month, and the DL can not be challenged unless he's been in the position for at least a month. Nomad was given it on the 19th, so by February first it will have been only 2 weeks, so the first challenge date would be March 1st.
