I'm saying only DL, S'A, GM, and BM can select a planet to attack. Players and strategy for the attack can be conducted by ANYONE SL or higher, or a master level Jedi.

Well this isn't a Jedi controlled plant, it's neutral so you'd fight as the native militia. The only Jedi ranks that can't act as militia are: JG, JS, JC, GM, & BM.
