Copy text, Gaussian Blur, New Layer, Paste another text, select area, color fill black, use eraser to remove the excess so you're left with a thin black border around the letters. That would be the only way I can think of to do what Cog's describing.

Use the perspective tool.

Then, just mess around with the tools you have. I'd use the Paths Tool to make such drips.
